Ruby on Rails vs PHP

I'm working on a geek project. To cut development time, I'm buying some off the shelf web software and modifying it instead of building the application from the ground up. The stuff I need is available in several languages including PHP (which I'm a whiz at) and Ruby on Rails (which i know NUTHIN about).

Did a search for 'ruby on rails vs php' and stumbled across these -

Pretty effin funny. And true at least about PHP. I do like the record handling they mentioned for databases. The app I'm working on is VERY database dependent.

Ok, so it's a framework more like J2EE. I hate J2EE. Overcomplicates really simple projects. This is not a simple program suite at all and I don't really know if a 3 part framework will help much.

The stuff about PHP is again spot on.

I'll be getting the Ruby on Rails version of the software. That means I'll be learning a new language/framework so I can do basic mods myself and better direct whoever I hire to write the mods that will take longer to code. This will up my programming languages to +14 if anyone is keeping track besides me. The Geek within me is strong.
